Mechanical keys get copied, lost, shared and never audited. A single mid-size meter program runs hundreds of keys against tens of thousands of locks — with no record of who opened what, when, or whether the keyholder was authorized for that route. CivicSmart Electronic Locks replace the mechanical key with a Bluetooth-authorized electronic key paired to the technician’s mobile phone — and turn every lock event into an audit-logged, route-restricted, supervisor-visible transaction.

Two locks per meter
Each housing has one lock for maintenance access (electronics) and one for collections access (coinbox). Maintenance keys cannot open collections locks and vice versa — role-restricted by design.
Bluetooth + mobile app
Each technician carries one electronic key, paired to their phone. They log in with username/password each morning; the key is authorized for the day’s route only.
Route- and zone-aware
Routes, zones and sub-zones are assigned in the portal (or ingested from the city HR/scheduling system). The key opens only the meters in its assigned scope. Out-of-route attempts are logged.
Collection cart binding
Collections technicians scan a cart QR code at the start of the route. The key authorizes meters only for that section’s assigned cart. Cross-section mixing is prevented — complete chain of custody.
Lost-key reporting
Technician reports a lost key from the mobile app or web portal. The key is disabled immediately. Audit log shows every meter opened with the lost key from the day’s authorization until report.

Drop-in lock replacement
Replaces the existing mechanical lock in the housing — no housing modification, no new mounting hardware. Maintenance technicians can swap a lock and auto-register the serial number via the mobile app’s OCR camera.
API + Excel import
Routes, schedules, operators and zone definitions can flow in via REST API from the city’s HR/scheduling system, or be imported from Excel files. Updates daily, or as often as needed.
SQL backend, secure cloud
Microsoft SQL database. Role-based access (admin, supervisor, maintenance tech, collections tech). PCI-aware audit logging. Open REST API for downstream integrations.
