Founder & CTO
Balu Subramanya is the Founder and Chief Technology Officer of CivicSmart with broad technology and transportation industry experience. Balu is an innovator, mixing his acute acumen for solving business problems and creating economic value with his passion for advanced technologies and data management systems including wireless and embedded devices, Internet of Things technologies, software architecture and design, and urban parking and traffic management systems. He holds multiple patents globally for parking technologies, including vehicle detection sensors.
Balu’s career includes launching transportation technology startups Spectrovation, LLC and Global Technology Consultants, LLC, , and serving in a senior technology roles focused on sensors, wireless and intelligent transportation technologies at Duncan Solutions, ACS, LCC, and for Raytheon at NASA’s Goddard Space Flight Center.
Balu holds a Bachelor of Engineering degree in Instrumentation Engineering from Bangalore University, as well as a Master’s degree in Electrical Engineering-Communications and Space Sciences from Penn State University.
President & CEO
Mike Nickolaus is President and CEO of CivicSmart and has extensive experience in delivering intelligent transportation systems, creating innovative public-private partnerships, and aiding the development of smart city initiatives. Mike has over 27 years’ experience delivering advanced transportation and parking systems to state and local government markets, including significant executive experience with ACS, Dyncorp/DynRide and Lockheed Martin.
Prior to joining CivicSmart, Mike served as President and CEO of Duncan Solutions, a full-service parking management company and managed the parking services group at ACS (now Xerox) serving large and mid-sized cities in the US. Mike’s career includes management experience from start-ups all the way up to divisions of multi-billion dollar corporations.
In addition to holding a Bachelor of Arts in Geography and Economics from Dartmouth College, Mike earned his MBA from the Wharton School of Business at the University of Pennsylvania.
Matthew Cusick is a co-founder and Managing Director of Victory Park Capital Advisors, an investment firm which provides financial solutions to companies across a diversified range of industries with a focus on long-term growth and sustainable value. Matt has over 12 years of experience working with growing companies on strategic initiatives including mergers and acquisitions (M&A) and corporate development.
Matt has advised a wide range of public and private companies, and has led transactions both domestically and internationally across sectors including software, technology-enabled services, and consumer technology and was on the founding team of Revolution Partners, the Technology Investment Banking Division of Morgan Keegan (now part of Raymond James).
Matt graduated cum laude from Georgetown University with a Bachelors of Science in Finance.
Gretchen Effgen is the Vice President of Sales and Business at coUrbanize, a community engagement platform that helps residents, real estate developers, city planners, and municipalities build better cities together. A key component of the future of “Smart Cities”, Gretchen has honed this area of expertise during her tenure at Zipcar, where she led Business Development and Strategy for over four years.
A member of the World Economic Forum’s Global Advisory Council on Smart Cities, Gretchen is actively involved in shaping cities of the future. Prior to Zipcar, her career spanned consulting in both the public and private sectors and included several years in Washington, DC as an international trade advisor to foreign governments.
Gretchen holds a Bachelor of Arts degree from Tulane University and an MBA from the London Business School and also advises the US Fund for UNICEF.
David Mitchell is a multi-faceted Senior Executive with a proven track record in growing business on a global basis for companies in the technology sector. As a Chair Emeritus of the International Committee of the Northern Virginia Technology Council, Dave has vast experience in developing international business opportunities, evaluating global trends in technology policies, and promoting the development of technology to an international business audience. Dave’s career includes senior management roles at Battelle Memorial Institute, Gannett Fleming, and Global Language Translation.
Dave holds a Bachelor of Science degree in Electrical Engineering from West Virginia University and also serves as a member of the Review Board for SAIC , a premier technology integrator which provides full lifecycle solutions in the technical, engineering, intelligence, and enterprise information technology markets.
